Public sports centre substation: surface sensors written into the project specification

For an unattended basement substation, the project's own specification called for surface-bonded temperature sensors; the catalogue marks the quantity as 128.

The problem

The substation of a public sports centre in Taichung sits in the basement, where it runs unattended. A fire there while no one is watching could put members of the public at risk, so the project planned continuous temperature sensing on the substation equipment as a risk-reduction measure.

What was installed

The sensors were written into the project's specification, chapter 16291 (instruments, relays and control devices), and the catalogue marks the quantity as 128 pieces. The clause for the temperature-sensing elements specifies surface-bonded mounting on the equipment, PT100, K, J or thermistor elements in class A or B, a sensing range of −30 to 250°C, thermal conductivity of 1.5 W/mK, IP68 and 5 kV insulation, with readings taken through two-wire transmitters with a 4–20 mA output.

The outcome

Because the sensors are in the specification, continuous temperature monitoring is part of the substation's specified scope rather than an optional add-on. This is a requirement of this one project's specification, not a regulation or code requirement.
